Project Summary
The PERMATA Project is a five-year initiative launched in 2021 by the Samdhana Institute in partnership with the Norwegian Agency for Development Cooperation (NORAD) to contribute to Norway’s International Climate and Forest Initiative (NICFI). The primary objective of this project is to reduce deforestation and forest degradation in Indonesia by securing the rights of Indigenous Peoples and Local Communities (IPLC) over land and natural resources, thereby enhancing their livelihoods. The project is implemented across six regencies and provinces in Indonesia, including Jayapura, Merauke, Tambrauw, Teluk Bintuni, Malinau, and Kapuas Hulu.

The PERMATA Project has achieved several key achievements in land rights recognition, community livelihoods, policy and institutional support, and capacity building. They started the project in 2021. As of 2023, 15 communities had their land rights legally recognized through Regent’s Decrees. Out of these 15 communities, 7 already have recognition of customary forests from the Ministry of Environment and Forestry at the national level. These recognitions are vital to securing IPLC tenure and protecting forests from external exploitation.

DMP launched the MTR in June 2024 in four regencies, Tambrauw, Teluk Bintuni, Jayapura, and Malinau. For the MTR they conducted documents review, field visits and observations, as well as conducting FGD and KII.
